No. The sky describes a climate, not another person’s decision. An honest reading can help you understand what you are going through and what you expect; it cannot decide for someone else.
Do I need my birth time for a love reading?
It helps: without it there is no Ascendant and no 7th house. Venus, Mars and the Moon can still be read from the date alone (the Moon may then hesitate between two signs, and Lunarie tells you so).
